BOARD OF DIRECTORS 2009-2010


President - John Moser 
Col. John Moser has been the President of the Rockville Scholarship Foundation since 2002. He has been responsible for ensuring that the Board has a complement of 13 members; that the City provides funds for these essential scholarships in their annual budget; that the Foundation raises money from the community; that Montgomery College continues their important relationship with the Foundation; and that the Rockville Chamber of Commerce continues to support the scholarship fund from member contributions. John is very active in City affairs--he has been reappointed as Chair of the Cultural Arts Commission; is responsible for placing art in Town Center; is president of the F. Scott Fitzgerald Literary Conference; and manages the USAF Retiree Program for all 36,000 + AF Retirees in the Greater Washington Area. He and his wife Marlene are residents of Rockville and John has been a resident of Rockville since 1953.

Secretary - Paty Lopez 
Patricia Lopez is the Scholarships and State Grants Director at Montgomery College. Born in El Salvador, Central America, she is a first generation college student. She earned her M.B.A. from Hood College after completing a B.A. degree from the University of Maryland, University College; and an A.A. degree from Montgomery College as a scholarship recipient. Paty has received many awards of recognition for her active involvement at Montgomery College. She is also a member of several organizations including the Hispanic Association of Colleges and Universities. Paty has served on the Board of the Rockville Scholarship Foundation since 2002.

Patti Bartlett  
Dr. Patricia (Patti) Bartlett is a Montgomery College - Rockville Campus representative to the Rockville Scholarship Foundation Board. She joined Montgomery College in 2003 and has been a Board member since Fall 2006. She is the Instructional Dean of Business, Information Sciences, and Hospitality Management. She earned her PhD at the University of Maryland, College Park, and her bachelor's and master's degree from Virginia Tech.

Anne Boerner 
For more than 20 years Anne Boerner has been involved in higher education. She is currently Associate Provost at the Corcoran College of Art + Design in Washington, D.C., a nationally recognized visual arts institution offering undergraduate, graduate and continuing education studies in art, design, photography and art history. Anne has experience in senior administrative positions including the areas of admissions, financial aid, academic record keeping and registration, student accounts, and fundraising. She is a long-time resident of Montgomery County, a resident of Rockville since 2003, and is a community representative to the Board since 2008. Anne is a graduate of the University of Maryland, College Park with a B.A. degree in Studio Art.

Bernie Lubran 
Bernie moved to the Washington area in the early 1970's after graduating from New York University with an MBA in International Economics. After 31 years of service at the International Trade Commission, the Export-Import Bank, and the Department of the Treasury, in 2006 Bernie joined ForeSee Results, an Ann Arbor, Michigan-based company that provides online customer satisfaction analytics to the private and public sector. Bernie and his wife, Fran, have been Rockville residents since 1976 and raised two daughters who attended public schools in Rockville. He is proud to continue to serve on the Rockville Scholarship Foundation as a city resident.

Adolph Vezza  
Captain Adolph Vezza is a career pharmacy officer in the Public Health Service, currently in his 30th year (serving 13 years in the Indian Health Service and in his 17th year working in the FDA's Office of Generic Drugs. He has one daughter, Kate, in her sophomore year at the University of Connecticut where she is studying to become a veterinarian. Adolph has been a resident of Rockville since 2002 and has served on the Rockville Scholarship Foundation since 2006.

Sandeep Khanna 
Sandeep Khanna is an IT Governance leader with executive leadership and board experience. Mr. Khanna is a graduate of the PMI Leadership Institute Masters Class and has been the reviewer of prestigious PMI Professional Awards Program. He has been the Chair, Business Value Committee and Vice Chair, Programs on the PMI Metrics SIG Board. Mr. Khanna has been especially credited for conceptualizing and leading the first International Metrics Congress. Mr. Khanna is the President of Beta Gamma Sigma Washington D.C. Chapter, member of PMI Board Ethics Review Committee, MCPS Parent Advisory Council and the Rockville Scholarship Foundation.

Vice President - Ed W. Stowe 
Ed Stowe is a 30 year resident of Montgomery County, MD and joined the Board in 2008 representing the Rockville Chamber of Commerce and is currently Vice President of the Board. No stranger to volunteerism, he has held both leadership and directors positions over the past 16 years with Montgomery County Crime Solvers as well as membership of the Rockville Chambers' Legislative Affairs Committee. A retired US Army Chief Warrant Officer, Ed hold a B.A. in Criminal Justice Administration, a Masters of Public Administration and an MBA. He has also held memberships with the Security Committees of the American Gas Association; The Edison Electric Institute and the Critical Infrastructure Protection Committee of the North American Electric Reliability Corporation. Ed is currently the Manager of Security Services for Pepco Holdings at Pepco.

Treasurer - Jamie Hamelburg 
Jamie Kent Hamelburg has been a Rockville resident since 1992. She lives in the Horizon Hill subdivision with her husband and two children. She first served on the Rockville Scholarship Foundation Board of Trustees from 1998-2000, and rejoined the Board in 2009. Ms. Hamelburg is an attorney with the law firm of Press, Potter & Dozier, LLC, located in Bethesda, Maryland. She concentrates on general commercial law and landlord tenant matters, as well as trusts and estates work. She is a graduate of The University of Michigan Law School and The State University of New York at Buffalo.

Judith Taylor  
Judith Mitchell Taylor is the Associate Director of Financial Aid at Montgomery College. Mrs. Taylor has worked for the college since 1984. Prior to becoming the associate director she served as a Financial Counselor and then Campus Director of both the Takoma Park and Rockville Campuses. Before joining Montgomery College she worked at The American University, in Washington, DC, as a Financial Aid Officer and then as an Assistant Director of Financial Aid. In addition to working in the financial aid office, Mrs. Taylor has worked with the United Negro College Fund helping to select students as Gates Millennium scholars and served as a reading consultant editing A Self-Instructional Course in Student Financial Aid Administration, a manual developed for the Department of Education to as a training tool for inexperienced financial aid administrators. Mrs. Taylor, who is married and has two children in college, received a B.A. in Music Education from North Carolina Central University in 1979 and a M.Ed. in Counseling and Guidance from Howard University in 1982. She has served as one of Montgomery College’s representatives on the Rockville Scholarship Foundation Board since January of 2000.

Linda Dawkins 
Linda A. Dawkins is Vice President, Relationship Manager for the Park Potomac Office of Eagle Bank. With over 25 years of banking experience she understands that customers are most comfortable when their banker lives and works in the community they serve, thus sharing in the success of its’ growth. Mrs. Dawkins serves the financial needs of local residents and businesses. She has deep connections to Rockville having been raised in the City where she attended Rockville High School. She has her own twin sons and is also now the proud grandmother of twin boys. As a Board member of the Rockville Scholarship Foundation since 2002, she is very proud to be part of helping so many students pursue their higher education dreams.

Jennifer Strohn 
Jennifer Strohm is Vice President of Van Eperen & Company (www.veandco.com) an award-winning Montgomery County-based strategic communications and marketing firm.

Strohm has more than 10 years experience helping organizations achieve their goals through strategic and creative public relations. As an active member of the community, Strohm is a board member and newsletter editor for the Public Relations Society of America- National Capital Chapter. She has been honored with numerous awards for her communications work from organizations such as the International Association of Business Communicators and City-County Communications & Marketing Association.  Prior to VE & Co., Strohm was the Acting Public Information Manager and Public Information Specialist for the City of Rockville , where she managed media relations for Maryland ’s third-largest city and served as the editor of the city’s two award-winning newsletters. 

Strohm also translated complex health information into meaningful tips and information for national audiences as the Communication Manager for the National Sleep Foundation. Prior to NSF, Strohm planned and implemented media events and developed high-quality publications for Reading Is Fundamental, Inc., a national nonprofit children’s literacy organization, and Six Flags Great Adventure, a New Jersey-based theme park. 

She has a Bachelor of Arts degree in Journalism from the University of Maryland and a Master of Arts degree in Publication Design from the University of Baltimore . She lives in Rockville , Md. with her husband John, son Philip, Golden Retriever Tarquin and Subotai― the cat.

Rose Garvin Aquilino 
Rose Garvin Aquilino has been the Director of Corporate and Foundation Relations at Montgomery College since 2007, helping to raise funds for scholarships, programs and facilities. She previously worked as the Assistant Director of Development at St. Coletta of Greater Washington, a special education K-12 school and adult program serving the metro D.C. region, and as the Deputy Director of Corporate and Foundation Relations at the National Breast Cancer Coalition. Prior to moving to Rockville in 2003, she spent 18 years in New York City working in museums and the arts. Ms. Garvin Aquilino earned her B.A. in History and Anthropology from the University of Rochester in New York. She also holds an M.A. in Anthropology and a certificate in Museum Studies from New York University. In addition to serving on the Board since 2009, she is a member of the City of Rockville Cultural Arts Commission and the Kiwanis Club of Rockville.



Board Members are elected for a three-year term.
